Witnesses described one luminous object rising at a very steep angle, followed roughly a minute later by a second object exhibiting similar behaviour. First, the observation itself was accepted as genuine. The investigators did not accuse the witnesses of fabrication or exaggeration. Instead, they attempted to determine whether the reported objects represented:
- ordinary aircraft viewed under unusual conditions;
- missile activity;

Why the case attracted intelligence attention

Secret aircraft, missiles and other plausible explanations
One reason the case continues to attract attention is that no single conventional explanation has been definitively confirmed. Nevertheless, the contemporary intelligence assessment leaned clearly towards ordinary military technology rather than an unknown breakthrough.
The principal possibilities include:
- Steep-climbing jet aircraft. CIA analysts considered that conventional aircraft executing a rapid climb might initially reveal only their exhaust glow, making them appear as isolated luminous objects before the airframe became visible.
- Missile or rocket launches. Russell himself believed the object could have been comparable in size to a rocket. The almost vertical ascent described by several witnesses was consistent with this possibility, although investigators lacked corroborating evidence of missile activity in the area.
- Perspective and distance errors. Viewing bright objects from a moving train at dusk without reference points makes estimating speed, altitude and trajectory exceptionally difficult. Apparently dramatic manoeuvres can result from ordinary aircraft viewed under unusual geometry.

The CIA’s own conclusion was notably cautious. Herbert Scoville Jr., Assistant Director for Scientific Intelligence, wrote that the observations could probably be explained by steep-climbing aircraft or missiles and that the evidence was insufficient to conclude the Soviet Union had developed a radically new type of aircraft. What remains uncertain
The surviving records leave several genuine uncertainties.
The precise location of the sighting is not entirely consistent across later retellings. Modern accounts often refer simply to the “Baku UFO”, but the original documents place the observation on the railway between Alyat and the area of Adzhikabul (later Kazi Magomed), west of Baku.
