How GEIPAN collects reports

From witness accounts to investigation files

GEIPAN’s archive begins with public reports of what France officially calls unidentified aerospace phenomena. Reports can come from ordinary witnesses, but investigations may also involve information from official bodies such as the French gendarmerie, aviation authorities, defence organisations and meteorological services. A typical investigation follows a defined process:

  1. Receiving the testimony — the observation is recorded and a case file is created.

  3. Further investigation — when necessary, investigators conduct interviews, seek technical data or carry out field work.
  4. Classification — the case is assigned a category based on the strength of the information and the remaining uncertainty.

Why official data sources matter

Many UFO reports are difficult to assess because eyewitness memory, distance estimates, lighting conditions and unfamiliar objects can produce misleading impressions. GEIPAN uses four principal categories to describe investigation outcomes:

  • Category A: the phenomenon has been explained without ambiguity.
  • Category B: an explanation is considered very probable.
  • Category C: the case cannot be properly analysed because information is insufficient.

The distinction between categories C and D is especially important. A Category C case is unresolved because the evidence is too weak or incomplete. A Category D case has been investigated but still lacks a satisfactory explanation based on the available evidence. geipan.fr

GEIPAN’s classification system is based on two main ideas: consistency, meaning the quantity and reliability of the information collected, and residual strangeness, meaning how unusual the observation remains after possible explanations have been tested. The role of experts and field investigations

GEIPAN combines a small permanent team with wider networks of investigators and specialists. Depending on the case, experts may examine photographs, atmospheric conditions, psychological factors affecting perception, physical traces or other technical evidence. Field investigations are most valuable when evidence can still be examined. The archive publication began in 2007, following the restructuring that created GEIPAN from the earlier GEPAN and SEPRA programmes. A farmer reported an unusual encounter in the Alpes-de-Haute-Provence region, and the case was later included in GEIPAN’s database as Category D. Trans-en-Provence (1981) became notable because it involved claims of physical traces at a site after an alleged close encounter.
