Introduction

Why the absence of negative evidence also matters
Another challenge is that researchers rarely know whether authorities investigated a reported event and found an ordinary explanation.
If an unusual light prompted routine checks that identified a drone, weather balloon or aircraft, those findings may never enter the public record. Conversely, if no explanation was reached internally, that uncertainty may also remain unpublished.
This creates an asymmetry in the historical record:
- ordinary explanations are often undocumented;
- unresolved cases remain unresolved in public indefinitely;

Several practical measures would strengthen future investigations:
- a standard reporting format for pilots and air traffic controllers;
- preservation of original digital media;
- release of non-sensitive technical information after aviation investigations conclude;

- clear distinction between identified, unresolved and insufficiently documented incidents.

Why the records gap matters
The defining feature of Pakistan’s UFO record is not an abundance of unexplained objects but a shortage of accessible evidence.
