Why the 21-year reporting delay matters
The strongest limitation of the Victoria account is not the unusual description but its chronology.

Could ordinary phenomena explain the observation?
No conventional explanation perfectly matches every feature described, but several possibilities deserve consideration.
A meteor or fragmenting space debris can produce bright green illumination and apparent rapid acceleration as it recedes from view. However, these events usually cross the sky quickly rather than moving slowly through a valley.
Aircraft lights viewed through atmospheric haze or changing perspective can create misleading impressions of speed, distance and formation. At night, observers often have little depth information, making acceleration and shape particularly difficult to judge.
Multiple independent lights, including helicopters, aircraft or other luminous sources, may also appear to merge or separate as viewing angles change.
