According to the contemporaneous report carried by the Russian news agency ITAR-TASS and later translated by the United States Foreign Broadcast Information Service, two Lithuanian traffic police officers—Jaunius Požera and Laimis Kraujalis—were on patrol shortly after midnight on the Vilnius–Medininkai road near the village of Nemėžis, approximately 10 kilometres south-east of Vilnius. They reported seeing a luminous spherical object hovering roughly 20–30 metres above the ground. Natural or environmental causes

Contemporary officials were noticeably cautious.

Police Commissioner Valentinas Juchnevičius reportedly stated that the officers were psychologically healthy and not known for eccentric behaviour, defending their credibility as witnesses rather than endorsing an extraordinary explanation.
