Several aspects make this report stronger than a typical civilian sighting:

Why the report remains unidentified

The strongest point in favour of the case is also its greatest limitation.

Atmospheric refraction, thin cloud layers and turbulence can also produce sudden brightness changes or apparent motion when viewing distant lights from cruising altitude.

Human visual perception

Pilots are highly trained observers, but they remain subject to well-documented visual limitations.

At night, without nearby reference points, the human visual system struggles to estimate distance, speed and size. Small aircraft attitude changes, atmospheric scintillation and the aircraft’s own motion can all make distant point sources appear to shift dramatically.
