Where Are the Philippines' Official UFO Files?

Introduction

The Philippines does not have a single, publicly accessible archive of unidentified aerial phenomenon (UAP) or UFO reports. Instead, official information is dispersed across scientific agencies, archival collections, Freedom of Information (FOI) processes and informal civilian reporting systems. That fragmented structure is the defining feature of the country’s official UFO record. While sightings have been reported for decades, there is no central government database, no dedicated investigative programme and no standard national reporting pathway comparable to historical systems once operated in some other countries.

This reporting gap matters because it limits what can be concluded from Philippine sightings. Without consistent procedures for collecting witness statements, preserving photographs, obtaining radar data or coordinating investigations across agencies, even potentially interesting cases remain isolated rather than becoming part of a coherent national record.

What PAGASA and PhilSA have publicly said

The clearest official picture comes not from published UFO files but from responses to public enquiries.

In 2022, a Freedom of Information request submitted to the Department of Science and Technology (DOST) sought all documented UFO sightings in the Philippines. PAGASA’s eventual response was notable. Instead of releasing an online archive or digital catalogue, the agency informed the requester that the requested information was available through its Planetarium Unit in Quezon City, where copies could be obtained in person. The Philippine Space Agency (PhilSA), established only in 2019, has presented a different institutional position. During Philippine Senate budget deliberations in November 2022, PhilSA stated that it had no recorded UFO sightings reported to the agency. Why records are scattered across institutions

The fragmented nature of Philippine UFO documentation reflects the country’s institutional structure rather than a deliberate government policy on unidentified aerial phenomena.

Different agencies become involved for different reasons:

• PAGASA deals primarily with atmospheric, astronomical and meteorological enquiries. Witnesses frequently contact it when unusual lights appear in the sky because they suspect an astronomical event.
• PhilSA focuses on space policy, satellite programmes and aerospace development rather than investigating unexplained sightings.
• The Department of Science and Technology functions mainly as an administrative umbrella rather than an investigative body for aerial anomalies.

The result is an administrative gap in which reports can easily fall between agencies. A citizen reporting an unexplained object has no obvious national office to contact, and agencies receiving such reports may treat them as astronomy enquiries, aviation questions or simply public correspondence rather than entries in a dedicated investigative system.

Unlike countries that historically operated formal programmes for cataloguing unidentified aerial reports, the Philippines has never publicly announced an equivalent long-running national investigation.

The practical consequences of having no central reporting route

The lack of a standard reporting mechanism creates several problems for researchers and historians.

First, duplicate reports are difficult to identify. The same incident may appear in local newspapers, television coverage, social media posts and private UFO databases without ever being officially linked together.

Second, evidence is rarely preserved in a systematic way. Modern investigations benefit from precise timestamps, weather conditions, astronomical data, radar information and independent witness interviews. In many Philippine cases, those supporting records were never collected because no agency was tasked with doing so.

Third, historical continuity is weak. Even if one agency receives a report, there is little indication that it becomes part of a long-term searchable archive available to future investigators.

Finally, institutional memory is limited. Staff changes and evolving agency responsibilities make it difficult to determine whether older reports remain accessible or have simply become inactive administrative files.

These factors help explain why many Philippine sightings remain anecdotal decades after they occurred.

Civilian databases fill part of the gap—but not the official one

Because no national reporting system exists, many Philippine sightings are preserved by civilian organisations instead of government institutions.

International witness databases, including the National UFO Reporting Center (NUFORC), contain numerous reports attributed to locations throughout the Philippines. These submissions provide useful chronological records and sometimes include witness descriptions, dates and locations.

However, they should not be treated as official investigations. Most entries are self-reported accounts whose level of corroboration varies widely. Some include photographs or multiple witnesses, while others consist only of brief descriptions. Their value lies primarily in documenting that reports were made, not in establishing what was actually observed.

This creates a two-track historical record: official agencies possess only scattered administrative material, while the largest collections of reported sightings exist outside government.

Why the reporting gap limits national conclusions

The fragmented record makes broad claims about Philippine UFO activity difficult to support.

A lack of official files does not demonstrate that unusual aerial events never occurred. Equally, the existence of many witness reports does not demonstrate that extraordinary phenomena were observed.
