Project Záře (Project Glow) was the principal civilian organisation collecting UFO reports from the Czech Republic and Slovakia between 1992 and 2022. Over three decades it assembled one of the largest privately maintained archives of anomalous aerial observations in Central Europe, making it an indispensable source for anyone studying Czech UFO history. At the same time, the archive illustrates an important distinction: a large collection of reports is not the same as evidence for extraordinary craft. Second, how much can those reports demonstrate about the underlying phenomena? The answers are different. As an archive of testimony it is highly significant; as proof of unidentified technology, its evidential strength depends entirely on the quality of individual cases rather than the size of the collection.
How Reports Were Collected and Classified
Founded in 1992 under the leadership of Vladimír Šiška, Project Záře sought to move Czech UFO research away from sensational claims and towards systematic documentation. Rather than functioning as a club for believers, it presented itself as an investigative project that attempted to explain observations before considering them unresolved. This approach gave the archive greater value than a simple catalogue of unexplained sightings. Reports typically contained information such as:
- date and time;
- observation location;
- number of witnesses;
- weather and visibility;
- object appearance and movement;
- duration of the event;
- supporting sketches, photographs or correspondence when available.
Not every submission contained all of this information. Some reports consisted only of brief witness recollections, while others developed into lengthy investigations involving multiple interviews or comparisons with external records. Consequently, the archive contains cases of very different evidential quality.
Project Záře also widened its remit beyond classic “flying saucer” reports. It accepted submissions involving unusual aerial lights, atmospheric anomalies, crop formations and other unexplained phenomena. Why Report Totals Do Not Equal Unexplained Craft
One of the most common misunderstandings surrounding Project Záře is the interpretation of its statistics. Headlines noting more than one hundred annual reports can create the impression that investigators documented over one hundred unexplained objects. That is not what the figures represent.
For example, Czech media reported that Project Záře registered 117 reports of UFOs and anomalous phenomena during 2017. More than half were ultimately given conventional explanations after investigation, while others lacked enough information for firm conclusions. Several factors can inflate reporting numbers without indicating an increase in unexplained events:
- multiple witnesses independently reporting the same incident;

- aircraft seen under unusual lighting conditions;
- drones, lantern releases or public events;
- increased publicity encouraging additional submissions.
This distinction is fundamental. Project Záře’s annual totals measure public reporting behaviour as much as they measure unusual aerial observations. They therefore provide useful sociological and historical data but cannot be interpreted as counts of unexplained craft.
Why Some Cases Remain Unresolved
An unresolved case in the Project Záře archive should not be read as evidence of extraterrestrial technology. More often it reflects missing information.
Many reports suffer from one or more common limitations:
- the observation lasted only a few seconds;
- investigators received the report weeks or months later;
- no photographs or radar records survived;
- witness memories changed over time;
- exact observation locations or times were uncertain;
- no independent witnesses could be located.
In such circumstances investigators may be unable to identify a conventional explanation with confidence, but they are equally unable to demonstrate an extraordinary one.
This distinction mirrors wider recommendations in UFO research. Private Archives, Missing Data and Verification
Project Záře’s greatest contribution is preservation. Thousands of eyewitness accounts that might otherwise have been lost were recorded, organised and retained across three decades. That makes the archive historically valuable even when individual reports remain uncertain.
Its principal limitation is institutional rather than investigative. The archive was assembled by a private civilian organisation rather than a government agency or scientific observatory. As a result:
- investigators had no guaranteed access to military radar records;
- air traffic data were not always available for older incidents;
- original witness documentation was not uniformly published;
- external researchers cannot independently inspect every underlying file;
- case documentation varies according to when reports were submitted and how thoroughly they could be investigated.
This unevenness affects reproducibility. Independent researchers may be able to evaluate published case summaries but cannot always reconstruct the original investigative process or examine every supporting document. Consequently, the archive functions more as a curated historical collection than as a fully transparent scientific dataset.
The project’s own conclusion after ending its original thirty-year programme in 2022 reflects this emphasis on documentation rather than proof. What Project Záře Contributes to Czech UFO Research
Within the broader study of Czech UFO reports, Project Záře occupies a unique position because no comparable nationwide civilian archive operated continuously for such a long period. Researchers examining well-known Czech incidents—including military encounters, regional waves of sightings or recurring reports of luminous objects—often encounter Project Záře either as the original collector of witness testimony or as an important secondary source preserving those accounts.
Its archive allows investigators to identify recurring reporting patterns across different regions and decades, compare similar descriptions from independent witnesses and assess how explanations changed as new information became available. These functions are valuable regardless of whether individual incidents remain unexplained.
The project also demonstrates that careful investigation tends to reduce rather than increase the number of genuinely unexplained cases. As more contextual information becomes available—astronomical data, aviation records, weather information or additional witnesses—many initially puzzling reports receive conventional explanations. What Can the Archive Actually Prove?

It also provides an important historical record of how witnesses described events and how investigators evaluated competing explanations.
What it cannot prove is that unresolved reports represent unknown technology or extraterrestrial craft. The archive contains cases ranging from well-documented multiple-witness observations to fragmentary recollections with little supporting evidence. Their evidential weight is therefore highly uneven.
The most defensible conclusion is that Project Záře preserved an irreplaceable body of Czech UFO testimony while simultaneously illustrating the limits of eyewitness evidence. Its archive remains an essential resource for understanding Czech reporting patterns, but the unresolved portion of the collection represents unanswered questions rather than established proof of extraordinary phenomena.
