Introduction
Japan’s official position on unidentified anomalous phenomena (UAP), previously more commonly called UFOs, has changed significantly over the past two decades—but not in the way often portrayed online. The government has not moved towards recognising extraterrestrial craft. Instead, it has shifted from treating the subject largely as a matter of speculation to treating unidentified aerial objects as potential aviation safety and national security concerns. At the same time, Japan still lacks one feature found in several other countries: a comprehensive public archive of official UAP investigations or historical case files.
This combination creates what can fairly be described as Japan’s official record gap. Publicly available government records consist mainly of parliamentary questions, ministerial statements and defence policy announcements rather than detailed case reports. For researchers and the public alike, that means Japan’s UAP history is reconstructed largely from media reports, private investigators and local archives rather than from a national government database.
The 2007 Cabinet statement: rejecting confirmation, not unidentified objects
Japan’s best-known official statement on UFOs arose from an unusual parliamentary exchange in late 2007. The Cabinet’s written reply has often been simplified into the claim that Japan “denied UFOs.” The actual wording was narrower. It stated that the government had not confirmed the existence of unidentified flying objects believed to have come from outer space. The response nevertheless acknowledged that the Air Self-Defense Force routinely investigates unidentified radar tracks that may threaten Japanese airspace. Fighter aircraft can be scrambled to identify unknown contacts, although officials stated they knew of no instance in which such interceptions had identified an extraterrestrial object. The distinction remains important. The 2007 statement did not declare that every unexplained sighting had been solved. It stated only that the government had no evidence confirming extraterrestrial visitors and therefore no dedicated government programme focused on that possibility.
Why Japan still has no national public UAP archive
Unlike countries that have released large collections of historical UFO files, Japan has never published a central archive covering decades of official investigations.
Several factors explain this gap.
First, Japan historically treated unusual aerial observations through existing defence and aviation systems rather than through a dedicated investigative office. Second, there is little evidence that a long-running national programme comparable to some foreign historical projects ever existed. Consequently, there are relatively few historical government case files available for later declassification.
Third, many of Japan’s best-known UFO incidents originated outside government channels. Cases such as the 1975 Kofu encounter became famous through newspapers, television coverage, local witnesses and civilian researchers rather than official investigative reports. As a result, historical documentation is dispersed across media archives, private collections and local records instead of being preserved within a single government repository.
The practical consequence is that researchers face an unusually fragmented documentary landscape. Official government documents reveal policy positions, while detailed narratives of individual sightings usually come from non-government sources.
How defence policy changed after 2020
Japan’s modern UAP policy began to change following growing international attention to unidentified aerial phenomena, particularly developments in the United States.
In September 2020, Defence Minister Tarō Kōno instructed the Japan Self-Defense Forces to establish procedures for encounters with unidentified aerial objects. Personnel were directed to record observations, collect photographs when possible and preserve information for later analysis. The new guidance reflected several practical concerns:
- unidentified aircraft or drones near Japanese territory;
- possible surveillance by foreign states;
- aviation safety;
- improved documentation for future analysis.
Importantly, the Ministry of Defense also stated that there had been no confirmed cases of Self-Defense Force personnel encountering UFOs before issuing the reporting procedures. This marked a clear conceptual shift. Unknown objects were no longer framed primarily as a speculative UFO question but as unidentified aerial contacts that could have conventional security explanations requiring investigation.
Parliament’s push for stronger UAP analysis
A second institutional shift occurred in 2024 with the formation of Japan’s first cross-party parliamentary group devoted specifically to unidentified anomalous phenomena from a national security perspective.
The group includes experienced politicians, among them former Defence Ministers, and argues that Japan should improve its ability to collect, analyse and share information on UAP. Parliamentary discussions have also highlighted concerns that personnel may hesitate to report unusual aerial events because of the historical stigma associated with “UFO” reports. As of the available public record, however, these parliamentary initiatives have not produced a publicly accessible national database of historical Japanese UAP cases.
The continuing gap between security policy and public transparency
Japan’s current position differs from both its 2007 stance and from popular portrayals suggesting official disclosure.
Today, the government openly recognises that unidentified aerial objects may represent legitimate security concerns requiring observation and analysis. However, several important limitations remain:

What the official record actually shows
Japan’s official documentation paints a more restrained picture than many online discussions suggest.
The documentary record demonstrates that:
- the government has consistently stated that it has not confirmed extraterrestrial objects;
- military forces already investigated unknown radar contacts as part of normal air defence before the term UAP became widely used;
- defence policy since 2020 has encouraged documentation of unidentified aerial encounters as potential security events;
- recent parliamentary initiatives seek stronger analytical capability rather than validation of extraordinary claims.
Equally significant is what the record does not show. Publicly available Japanese government documents contain no verified cases demonstrating extraterrestrial craft, no published national archive of investigated UAP incidents, and no evidence of a long-running official programme equivalent to the comprehensive historical files released by some other governments. The result is an enduring official record gap: Japan now treats unidentified aerial phenomena as a legitimate matter of national security and aviation awareness, yet the public documentary record remains comparatively sparse and fragmented.
