Azerbaijan has a small but intriguing UFO record, dominated by one well-documented Cold War observation and a scattered series of later press reports from Baku, the Caspian coast and central districts. The documents describe at least one luminous or disc-like object rising steeply near a railway route in the Azerbaijani Soviet Socialist Republic, followed by another similar object. What the records establish
The case has several features that distinguish it from most Azerbaijani UFO stories:
- named witnesses whose presence in the Soviet Union can be independently established;
- reports produced close to the event rather than decades later;
- intelligence documentation showing that officials regarded the observation as potentially relevant to Soviet aviation capabilities;
- broadly consistent testimony from more than one observer.
These points make the incident historically authentic as a reported observation. They do not establish that the objects were extraterrestrial, nor even that they possessed the extreme performance later attributed to them. A Soviet aircraft, missile-related activity, illumination effect or combination of distance error and unfamiliar technology therefore remains possible, but unproved. Later reports cluster around Baku and the central lowlands
After Azerbaijan regained independence in 1991, UFO reports appeared chiefly as short items in television and online news. The visible geography is uneven: Baku and its surroundings dominate, while Ganja, Barda, Shamakhi, Yevlakh and Goychay appear occasionally. One of the clearer modern examples was reported on 23 May 2008 near Sahil, south-west of central Baku. Witnesses said that an object remained stationary approximately 500–600 metres above the Caspian Sea between 5 and 6 a.m. and then disappeared. They believed it was neither an aeroplane nor a helicopter. The incident is therefore best described as unresolved because insufficiently documented. A stationary appearance over water can result from an object moving towards or away from an observer, while haze over the Caspian can obscure distance and shape. Ships, offshore activity, aircraft seen nearly head-on, bright astronomical objects and atmospheric effects would all need to be excluded before an anomalous craft could be inferred.
A wave of amateur photographs followed in the early 2010s. Azerbaijani media reported alleged UFO images from Baku, Ganja and Barda, but Elchin Babayev, then deputy director of the Shamakhi Astrophysical Observatory, publicly rejected sensational interpretations. That intervention is important because it represents the clearest publicly reported scientific response to Azerbaijan’s modern UFO claims. Rather than claiming immediate identification, Babayev emphasised the absence of adequate evidence and the need to distinguish an unfamiliar appearance from an extraordinary object.
The “40th parallel” theory does not withstand scrutiny
A different interpretation was promoted in Azerbaijani media in 2012 by researcher Vagif Alekperov. He linked reports from Baku, Yevlakh, Barda, Goychay and Shamakhi, arguing that UFO appearances followed the 40th parallel. The argument is memorable, but methodologically weak. The locations do not all sit on one exact latitude, and a broad east–west band through Azerbaijan naturally contains numerous populated settlements. Selecting only reports that fit the band, without comparing them with all sightings outside it, creates a selection effect. The supposed colour symbolism is also applied after the observations, allowing ordinary colours such as red, green and blue to be matched to cultural associations.
The same source referred to a pyramid-like object reportedly seen over a beach in Baku’s Qaradagh district in 1989, a coloured object photographed in Barda and luminous beams over Goychay. Yet the article supplied no original negatives, instrument records, complete witness statements or independently verifiable case files. These cases belong in the contested category. They may preserve accounts of genuinely unusual-looking lights, but the proposed geographical and symbolic pattern is not supported by a defined dataset, statistical test or plausible physical mechanism.
Azerbaijan lacks a transparent national case archive
No publicly accessible Azerbaijani equivalent of the former British Ministry of Defence UFO files, the French GEIPAN database or the United States’ modern UAP reporting system is evident in the available record. Individual scientists, journalists and commentators have discussed sightings, and reports have sometimes referred to an anomalous-phenomena commission associated with the national academy. However, there is no readily searchable public catalogue setting out dates, coordinates, witness statements, investigative steps and final classifications for Azerbaijani cases.
This absence has several consequences. Newspaper stories are repeatedly recycled as though they were separate corroborating sources. Approximate locations become more specific with each retelling. Witness estimates turn into apparent technical measurements, and an unidentified light is gradually redescribed as a structured craft. Soviet secrecy further complicates the historical picture. Declassification can show that an agency received a report, but an archived intelligence document does not certify every statement within it as true. It records what sources said and what officials considered worth examining.
How the evidence divides
A useful assessment separates the reality of a report from the proposed explanation.
Confirmed as documented reports
The 1955 Transcaucasian train observation is confirmed as an event reported by named American witnesses and entered into official intelligence records. The 2008 Sahil sighting and the early-2010s photograph reports are confirmed as published local claims. Contested
The alleged 1989 Qaradagh pyramid, the Barda photographs, the Goychay light beams and the proposed 40th-parallel pattern rely on secondary narration, missing original evidence or speculative associations. - original, uncompressed photographs or video with complete metadata;
- exact time, position, viewing direction and weather conditions;
- statements taken separately from multiple witnesses;

- checks against satellites, rocket launches, drones, balloons and astronomical objects;
- radar, maritime or offshore-platform corroboration where relevant;
- a public investigative record explaining which hypotheses were tested.
The Caspian coast presents particular identification challenges because observers may see aircraft, ships, offshore installations, reflections and lights with few visual distance cues. Mountain and inland regions introduce different problems, including rapidly changing cloud, bright stars near irregular horizons and limited aviation information. Regional variation should therefore be interpreted first in terms of population, terrain, air traffic and reporting access—not assumed differences in anomalous activity.
What the record supports about Azerbaijan’s UFO record
Azerbaijan’s UFO history contains one case of genuine international significance: the 1955 observation by Senator Richard Russell and his companions. It is significant because the witnesses were identifiable and the event generated contemporaneous intelligence documentation. It remains unresolved in public records, but there is no evidence connecting it to extraterrestrial technology.
The later national record is much weaker. Reports from the Baku coast, Ganja, Barda, Goychay and other districts demonstrate recurring public interest in unusual aerial sights, yet most lack the data required for a serious reconstruction. Some were plausibly atmospheric or human-made phenomena; others cannot now be resolved because the original evidence was never preserved. The broader lesson is that “unidentified” describes the limits of the available information. In Azerbaijan, as elsewhere, it is not by itself evidence of an alien origin.
