Why witness testimony and images fall short
Witness testimony is valuable as a starting point, but by itself it rarely provides enough information for technical investigation.
Human observers naturally estimate speed, distance and altitude poorly when viewing unfamiliar lights against an otherwise featureless night sky. Natural and human-made explanations remain plausible
