The most detailed contemporary account was published by the Belizean newspaper Amandala one week after the event. According to the report, bright circular lights appeared south and south-west of Belmopan between approximately 8:15 pm and 10:50 pm. Rather than remaining continuously visible, the lights reportedly appeared, disappeared and reappeared over more than two hours. Groups ranged from four to around twelve luminous objects. Cadet Henderson, then Chief Executive Officer in the Ministry of Works, reported seeing up to twelve lights and estimated that they appeared low over the mountainous area south of Belmopan. He also stated that one object left a visible smoke trail. Why flares remain the leading explanation

The strongest conventional explanation is that the witnesses observed military-style illumination flares or another form of aerial pyrotechnic.

This interpretation does not depend on dismissing the witnesses. Instead, it attempts to explain the specific characteristics they described:

  • Extreme brightness. Illumination flares are designed to produce intense light visible over long distances.
  • Repeated appearances. Multiple flare launches over an extended exercise can create successive groups of lights.
  • Slow descent. Parachute-supported illumination flares descend gradually rather than falling rapidly.
  • Simultaneous extinction. Flares naturally extinguish after their burn time ends.
  • Smoke trails. Perhaps the most significant point is that Commander Borland himself initially suspected flares before concluding that he could not identify the source. The reported spacing between lights also fits flare deployments better than a single structured craft. Witnesses described multiple independent light sources arranged across part of the horizon rather than one solid object with fixed lights. Likewise, reports that the lights appeared to descend slightly before disappearing closely match the final stages of burning parachute flares.

Why the flare explanation is not fully proven

Although the flare hypothesis best matches the reported behaviour, one important complication prevents the case from being considered conclusively solved.

After inquiries were made, Colonel Dario Tapia of the Belize Defence Force reportedly stated that neither the Belize Defence Force nor the British Army Training Support Unit Belize (BATSUB) had conducted known operations in the area that evening. According to Amandala, Tapia also proposed a fly-over inspection with Henderson to examine the area. This leaves several possibilities.

  • Military activity may genuinely not have occurred that night.
  • The lights could have originated farther away than witnesses believed, leading observers to associate them with the wrong location.
  • The source might have been another organisation or activity not reflected in the enquiries reported publicly.
  • Relevant operational records may simply never have been released or preserved.

The absence of a confirmed military exercise weakens the flare explanation but does not eliminate it. Lack of documentary confirmation is not itself evidence that the observed lights represented an unknown craft.

How reliable were the witness estimates?

The Belmopan case demonstrates why eyewitness testimony and technical measurements are different forms of evidence.

Henderson estimated that the objects were roughly 150 feet above the ground and around 14 feet in diameter. However, without independently measuring their distance, neither altitude nor size can be determined accurately from visual observation alone. Similarly, statements that the lights moved “against the wind” cannot be evaluated without precise meteorological data at the altitude of the objects. Surface winds often differ substantially from winds several hundred metres above the ground.

One witness also believed enlarged photographs revealed occupants or internal features. Such interpretations carry very little evidential weight because heavily magnified images of bright lights commonly produce artefacts caused by overexposure, digital interpolation and optical blur. Which missing records keep the case unresolved?

The Belmopan incident remains unresolved primarily because several potentially decisive sources of evidence are unavailable.

These include:

  • the reported fly-over inspection results, if one was completed;
  • operational logs confirming or excluding all military training activities nearby;
  • original, uncompressed photographs rather than later reproductions;
  • air traffic or aviation records relevant to the reported time window;
  • any formal written investigation by the Belize Defence Force or other government agencies.

Without these materials, investigators cannot conclusively confirm either the flare explanation or a more unusual interpretation.

Importantly, the lack of records should not be confused with positive evidence for an extraordinary event. In historical UFO research, many cases remain technically “unidentified” simply because critical documentation was never collected or no longer exists.

What the Belmopan lights tell us about Belize’s UFO record

Within Belize’s national UFO history, the Belmopan lights occupy a unique position. The event involved multiple independent observers, named officials and contemporary reporting rather than retrospective folklore. Those characteristics make it a stronger case than most Belizean sightings.

However, the same evidence that makes the case noteworthy also points towards a conventional explanation. The observed sequence—bright stationary lights, gradual descent, smoke, simultaneous extinction and repeated groups over the same area—is consistent with illumination flares or similar pyrotechnic devices.
