Could the absence of evidence simply reflect the setting?

Some uncertainty should be interpreted cautiously.

Togo in the mid-1970s did not possess the extensive civilian UFO reporting networks, digital photography or publicly searchable archives that exist today. A solitary late-night beach encounter could plausibly leave little official documentation, particularly if the witnesses chose not to report it immediately.

However, this possibility does not strengthen the claim itself. It merely explains why corroborating evidence might never have been created or preserved.
