How Chile built an official UFO archive

Chile’s first official programme was created on 9 July 1968 within the national meteorological service. Its director, Sergio Bravo Flores, circulated a request for observations to 43 aeronautical and communications stations extending from Arica to Chilean Antarctic territory. Official work resumed after a cluster of night-time lights was reported over Arica in late March and early April 1997. Members of the public, airport personnel and controllers at Chacalluta Airport were among the observers. On 3 October 1997, the Dirección General de Aeronáutica Civil, Chile’s civil aviation authority, established the Comité de Estudios de Fenómenos Aéreos Anómalos, commonly known as CEFAA. Why reports vary so sharply by region

Chile’s extraordinary geography shapes both the sightings and the available explanations. The country stretches from high-altitude desert and heavily observed northern skies through the densely populated central region to storm-prone southern latitudes, remote islands and Antarctic territory. These zones do not provide equal observing conditions, witness densities or access to corroborating data.

Northern Chile and Arica. The north has produced recurrent accounts from pilots, border personnel and residents, especially around Arica and the high plateau. The 1997 Arica reports directly contributed to CEFAA’s creation, while the agency has continued outreach to police posts in the Arica and Parinacota Region because of the area’s historical concentration of reports. The central aviation corridor. Santiago, Valparaíso and the central coast generate many of the best-documented cases because they contain military bases, airports, air routes, media organisations and large numbers of cameras. The best-known Chilean videos—the 2010 El Bosque recordings and the 2014 naval infrared footage—both arose in this broader central zone. High observation density improves documentation, but also increases the number of ordinary aircraft, drones, balloons and camera artefacts available to be misidentified.

The far south and Antarctic sector. Historical archives include remote reports for which no photograph, radar trace or physical evidence exists. The 1956 Isla Roberts case, later summarised in a DGAC publication, involved members of an Antarctic expedition who described two stationary metallic-looking forms before one departed westwards. The official compilation records no images and no conclusion. Regional tallies must consequently be treated cautiously. More reports from a place may reflect population, publicity, aviation activity, clear skies, reporting access or local UFO culture—not a higher rate of anomalous craft. Chile’s official public material provides numerous individual cases, but no robust, exposure-adjusted regional map showing that one part of the country is intrinsically more anomalous than another.

The cases that shaped Chile’s reputation

Arica’s 1997 lights

The Arica sightings are institutionally important even though the surviving public evidence is limited. Several lights were reported on consecutive nights, including by aviation personnel, and the resulting press attention helped persuade authorities to establish CEFAA. The evidential weakness is archival. El Bosque, 2010: extraordinary speed or nearby insects?

During an air display at El Bosque Air Base in Santiago on 5 November 2010, several cameras recorded small, fast-moving forms that were noticed only when the footage was reviewed. CEFAA collected multiple recordings, and advocates described the objects as structured craft moving at thousands of miles per hour. Sceptical analysis identified features consistent with flies or other insects: blurred wing-like forms, rapidly changing silhouettes, apparent passage in front of nearby terrain and similar objects appearing in footage from another El Bosque air show. No pilot or spectator reported seeing a high-speed craft during the display itself. El Bosque is a particularly valuable cautionary case. Multiple camera angles do not automatically establish that every camera captured the same distant object. Nor can photogrammetry produce a reliable speed without a defensible range estimate. The footage is real; the conclusion that it shows an advanced craft is not well supported.

The 2014 naval infrared video

On 11 November 2014, personnel aboard a Chilean Navy helicopter recorded an infrared target off the central coast. The object appeared to move against the sky and, at two points, showed a long heat-visible plume. Controllers reportedly found no corresponding unauthorised aircraft in the area, and the target was not identified during CEFAA’s investigation. An independent reconstruction offered a detailed conventional explanation: a scheduled four-engined airliner departing Santiago, seen from behind at considerable distance, with its hot exhaust or condensation trail enlarged by the infrared system. Flight-tracking data pointed particularly to an Iberia Airbus A340 service. The airliner solution is not an official Chilean reversal, and the historical file remains associated with CEFAA’s unresolved conclusion. Nevertheless, it is more evidentially developed than a bare assertion of mystery because it identifies a candidate aircraft, route and viewing geometry. The case therefore belongs in the “strongly contested, plausibly explained” category rather than being presented as confirmed evidence of an unknown vehicle.

What modern investigations usually find

SEFAA’s current workflow begins with time, location, direction, weather, witness description and original audiovisual files. Investigators may check file metadata, signs of image manipulation, air-traffic information, astronomical positions and satellite or re-entry paths. The public record also shows how changes in technology alter reporting patterns. In January 2022, hundreds of Chileans reported a formation of lights that SEFAA identified as Starlink satellites. Such trains can appear unfamiliar because newly launched satellites travel together before spreading into their operational orbits. Reporting itself surged during the COVID-19 pandemic. CEFAA stated that it received 362 cases in 2020—almost 300 per cent above the levels it had previously been recording—and another 300 by September 2021. That increase cannot safely be interpreted as a comparable rise in unexplained aerial activity. Confirmed, contested and unresolved

The cleanest way to read Chile’s record is to separate the status of the observation from the status of its interpretation.

Confirmed observations include authentic photographs, videos or witness reports whose occurrence is not disputed. Confirmation that a video came from a naval helicopter, for example, confirms the provenance of the recording—not the extraordinary nature of the target.

Conventionally identified cases include satellites, aircraft, astronomical objects, optical reflections, balloons, insects and image artefacts. These are still legitimate UFO reports at the moment of observation because “unidentified” describes the witness’s initial knowledge. Once identified, they cease to be unexplained.

Contested cases have an official or advocate interpretation challenged by a technically plausible alternative. El Bosque and the naval infrared video fall here. Their significance lies partly in showing that expert participation and government provenance do not immunise an analysis against errors in distance, perspective or sensor interpretation.

Unresolved cases lack enough evidence to choose confidently among explanations. This is an epistemic category, not a description of an object’s origin. A distant light with no range, no calibrated imagery and no independent sensor data may remain unidentified indefinitely even when all realistic candidate explanations are ordinary.

No publicly available Chilean investigation cited here demonstrates a recovered non-human vehicle, verified exotic material, impossible acceleration measured by independent sensors or an object confirmed to violate known aeronautical constraints. Chile has confirmed that people, pilots and instruments sometimes record things they cannot immediately identify. That is not the same claim.

How reliable are Chile’s sources?

Official DGAC and SEFAA documents are the strongest sources for institutional history, case numbering, investigative procedures and the conclusions the agency actually issued. Their principal advantage is provenance: readers can distinguish a government record from a later retelling. Journalistic accounts are useful for reconstructing when footage was released and how a case was publicly framed, but headlines often convert “not identified by this investigation” into “unexplainable”. That wording obscures the difference between an unexplained observation and an event that cannot have a conventional cause.

Independent technical criticism is essential when it exposes hidden assumptions or supplies missing comparisons, as in the range problem at El Bosque and flight-path reconstruction for the naval video. Yet sceptical solutions should also be judged by reproducibility: a credible explanation should identify its data, geometry and expected visual consequences rather than merely naming a possible object.

Chile’s civilian UFO researchers and enthusiasts have preserved testimony, organised archives and shaped public interest, but their standards vary substantially. Ethnographic research on Chilean ufology describes a field in which participants disagree not only about particular cases but about what counts as evidence, with some placing greater value on personal experience or narrative coherence than on reproducible physical data. What would make a Chilean case genuinely strong?

A persuasive future case would need more than a sharp-looking video. It would require original files with intact metadata; exact time and coordinates; known camera settings; independent recordings from separated locations; radar or other range information; weather and air-traffic records; and a chain of custody preventing undocumented editing. Triangulation is especially important because it turns apparent movement across a screen into measurable position, altitude and velocity.

Modern scientific proposals for studying anomalous aerial phenomena recommend synchronised optical, infrared, radio, acoustic and environmental sensors precisely because no single instrument is immune to ambiguity. Chile’s importance in UFO history does not rest on proving that extraordinary vehicles have crossed its skies. The record also demonstrates why classification must remain provisional. Conversely, an unresolved report may remain genuinely interesting while still being too incomplete to support a larger claim.

The most defensible conclusion is therefore measured. Chile has a substantial national archive of unusual aerial reports, including historically important and technically challenging incidents. Many are explained; several celebrated examples are seriously weakened by conventional reconstructions; and some remain unidentified because the evidence is sparse or ambiguous. None of those outcomes justifies dismissing witnesses, but neither does “unidentified” provide affirmative evidence of extraterrestrial origin.
