Rather than operating through universities or government agencies, these researchers developed informal investigative networks. Witnesses mailed reports directly to investigators, photographs were privately copied, and interviews were recorded in personal files. RUFOR and the samizdat archive

One of the most significant preservation efforts was Romanian UFO Researchers (RUFOR), organised nationally by Călin Turcu in 1977.

Because independent publication was difficult, RUFOR circulated a limited-distribution “samizdat” bulletin between 1979 and 1986, producing 27 issues. The largest evidence gap in Romanian UFO research is not the number of reported incidents but the limited availability of official documentation.

Unlike countries that have released extensive military UFO files, Romania has produced relatively little publicly accessible government documentation concerning historical investigations. Preserved testimony is not the same as verified evidence

Romania’s archive contains many carefully recorded witness accounts, but the quality of evidence differs substantially between cases.

A useful way to distinguish the material is to separate three categories.

Historically preserved testimony

These include interviews, letters, investigator notebooks and witness statements that demonstrate a report genuinely existed. They have historical value because they document what witnesses claimed and how investigators responded.

Documented observations

Some cases include photographs, sketches, multiple witnesses or repeated site visits. That distinction explains why a historically important archive does not necessarily produce scientifically compelling conclusions.

Where the evidence gap becomes most visible

Several recurring problems appear throughout Romanian UFO documentation.

Loss of original materials. In many older cases, only copies or published reproductions survive, while negatives, recordings or original measurements are missing.

Retrospective reconstruction. Some investigations were written up years after the reported event, increasing the possibility of memory distortion or incomplete documentation.

Incomplete investigative records. Reports sometimes describe field visits but preserve only narrative summaries rather than full measurement logs, interview transcripts or photographic metadata.

Private rather than institutional custody. Because individual investigators maintained many archives, preservation depended on personal circumstances instead of long-term archival infrastructure.

Limited independent replication. Later researchers often relied upon earlier investigators’ notes because returning to witnesses decades afterwards was either impossible or produced little additional evidence.

These issues do not imply fabrication. Rather, they limit the confidence with which later investigators can test extraordinary claims.

How historians and investigators evaluate Romanian cases today

Modern researchers generally obtain the most reliable picture by combining several independent sources instead of relying upon a single archive.

Useful practice includes:

  • comparing witness accounts with contemporary newspapers;
  • checking aviation and astronomical explanations where possible;
  • distinguishing original documents from later retellings;
  • identifying whether physical evidence still exists;
  • separating confirmed historical facts from later interpretations.

This approach often changes the question from “Did this event prove something extraordinary?” to “What evidence actually survives, and how strong is it?”

That shift is particularly important in Romania, where preservation has frequently outperformed verification.

What the archives reveal—and what they cannot prove

Romania’s private UFO archives preserve an unusually rich record of public interest, investigator dedication and eyewitness testimony spanning more than half a century. Without the efforts of Ion Hobana, Călin Turcu, RUFOR and later ASFAN, many of the country’s most discussed cases would probably have disappeared altogether.

At the same time, those archives illustrate the central evidence gap running through Romanian UFO history. Preservation ensures that reports remain available for historical study, but it cannot replace missing radar records, lost negatives, inaccessible government files or independently verifiable physical evidence. As a result, Romania’s archive is best understood as an invaluable historical resource documenting how unexplained aerial reports were collected and investigated, while leaving many of the underlying events permanently unresolved rather than conclusively demonstrated.
